TNRDC, besides acting as Project Sponsor, also assists Departments/Agencies of Central and State Governments in implementing projects sponsored by them as Managing Associate on fee basis. The projects implemented under this format are mostly not commercially viable on stand-alone basis but are socially and economically relevant.
As Managing Associate, TNRDC is responsible for all activities pertaining to the project including preparation of feasibility and engineering reports, procurement, financial modeling and supervision and monitoring of works
In sum, except funding the Project, TNRDC undertakes all activities that are required for successful commissioning of the Projects.
Chennai Ennore Port Road Connectivity Project
The first project taken up for implementation by TNRDC as early as 1998 was the Chennai Ennore Port Road Connectivity Project / Ennore-Manali Road Improvement Project (EMRIP).
The Project was subsequently included in the Port Connectivity component of the National Highway Development Programme being implemented by National Highways Authority of India (NHAI).
Recognizing the pioneering role played by TNRDC in conceptualizing and developing the Project, NHAI the project sponsor engaged TNRDC as its Managing Associate.
The Project envisages improvement of about 30 km road network in North Chennai with the objective of establishing efficient road connectivity from Chennai and Ennore ports to NH network. The roads that are being improved include

Besides, the Project also includes Shore Protection Works envisaging construction of 13 groynes and sea walls wherever warranted. About 1,600 nos of Project Affected Families (PAF’s) are being resettled and rehabilitated.
As on date about, 10 groynes have been formed and have resulted in making available large areas of beach being enjoyed by the local people. The groynes are also reported to have minimized the impact of the Tsunami waves that struck India on 26th December 2004.

Road Over Bridge (RoB) on NH 67 at Lalapet
National Highway (NH) 67 connecting Tuticorin with Coimbatore is an important National Highway in Tamil Nadu. The highway carries significant traffic, mainly freight traffic between Tuticorin Port and western Tamil Nadu & Kerala
One of the major bottlenecks in the corridor was the level crossing at Lalapet with about 25 gate closures per day and estimated 1,75,000 Train Equivalent Units. This used to result in vehicles experiencing significant waiting time and corresponding increase in their operating costs.
In order to ameliorate the situation, Ministry of Road Transport and Highways, Government of India took up the construction of a Road Over Bridge on the level crossing at Lalapet. TNRDC was engaged by the Department as its Managing Associate for the Project. The project was completed and the bridge was opened for traffic from 11th January 2009
Integrated Infrastructure Improvement of Guindy Industrial Estate
Guindy Industrial Estate, also called as Thiru Vi Ka Industrial Estate, was the first Industrial Estate set up in the country. The Estate situated in Guindy within the Chennai Metropolitan Area is spread over an area of 404 acres and houses about 700 units.
The Estate is being managed by Small Industries Development Corporation of Tamil Nadu Ltd (SIDCO), a Government of Tamil Nadu undertaking.
Over the years, the civic infrastructure within the Estate premises had deteriorated. With the aim of restoring this premium Estate to its erstwhile glory, SIDCO engaged TNRDC as its Managing Associate for implementing a comprehensive Integrated Infrastructure Development Programme.
The Programme envisages improvement of about 15 km of road network and provision of storm water in the Estate premises besides access management measures. The implementation of the Project is currently underway as below:
A special purpose vehicle GIEIUC was formed by SIDCO to implement the project. Tenders were called for the road and connected works and GIEIUC entrusted the road and allied works (82 roads of 14.57 km length) contract to M/s Gurumurthy Engineering Enterprises under the agreement dated 25th June 2007, and Street light work to M/s Orient Poles with an agreement dated 31st August 2007.
The recognition of the need to widen the roads as per user requests led to preparation of revised estimates. The entire project has been divided into two phases and additional funds from ASIDE have been received. Phase I has been carried out by M/s Gurumurthy Engineering Enterprises and they have been terminated after executing about 60% and the balance work is being carried out by M/s Arul Jothi Constructions in 4 packages.
The phase II road works is being done by M/s Gurumurthy Engineering Enterprises (Road work) and the drain and culverts as four by M/s S.P. Builders & M/s Modern Engineers. These works are nearing completion.
