Chennai Outer Ring Road
The exceptionally heavy traffic on the major arterial roads of Chennai city leads to frequent traffic congestions resulting in longer traveling time and wastage of fuel. In order to ease this situation and ensure free and quick flow of vehicular traffic, the Government of Tamil Nadu has decided to build a major 62 KM long connectivity corridor linking Vandalur on NH-45 with Minjur on the Thiruvotriyur Ponneri Pancheti (TPP) Road Via Nazaratpet (NH-4), Nemellichery (NH-205) & Padayanallur (NH-5). The process of Land Acquisition (122m wide) for the proposed corridor has been initiated by the CMDA. The process of acquisition of the required 268.95 hectares of private lands for Phase I of this corridor for 29.65 km of the total 62 KM from Vandalur to Nemillichery has been completed. It has been decided to implement the project in this stretch as Phase-1 on ‘Design, Build, Finance, Operate and Transfer’ (DBFOT) Annuity basis. Necessary action is also being initiated for the alienation of 73.92 hectares of Government lands for this phase of the project.
The main features of this Green Field Project are formation of dual 3 Lanes with 5.5 meter width Service Roads on either side, a 22 meter-wide Public Transportation Corridor (PTC) in between the dual 3 lanes and a 50 m Corridor on right side (city side) for Commercial Development. It is also proposed to provide 3 Major interchangers at Vandalur, Nazarathpet and Nemillichery. Necessary provisions are made for the construction of cross drainage works, vehicular under passes and pedestrian under passes. The Concession Period will be 20 years consisting of 2½ years of construction period and 17½ years of Operation & Maintenance period.
The Government of Tamilnadu has also sanctioned a sum of Rs.300 Crores as project assistance fund which will be paid to the concessionaire during the construction period proportionate to the progress. The Tamil Nadu Road Development Company Limited (TNRDC), Chennai has been appointed as the “Managing Associate” for this project. The work has been awarded to M/s GMR Chennai Outer Ring Road Private Limited and the Agreement has been executed on 5th December 2009
It is planned to commence the work in March 2010 and to complete it by September 2012.
Acquisition of private lands required for Phase –II of the project, viz., the 32 KM long corridor from Nemillichery NH-205 to Minjur in Thiruvotriyur Ponneri Pancheti (TPP) Road is in progress by CMDA. 240.05 hectares out of the required 278.25 hectares of private lands have been acquired and further land acquisition is in progress.
